Greater Manchester Fire Authority Spending Limits

That this House notes with grave concern the fact that Greater Manchester Fire Authority, by setting its budget early, was unable to benefit from the increased spending limits for 1995-96, introduced by the Department of the Environment; further notes that this will affect the Authority's budget for 1996-97; expresses concern that the Authority is effectively being penalised for its efficiency in setting a precept in good time to give district councils adequate time to take account of this in their own budget; and calls on the Home Secretary and Secretary of State for the Environment to make allowances for this problem when setting spending limits for 1996-97.
