That this House notes with dismay the continued loss of around 1,000 young lives in road accidents each year, especially of drivers aged between 17 and 21 years; endorses wholeheartedly the decision of the Secretary of State for Transport in February 1994 to introduce in July 1996 separate theory testing which was 'expected to make a significant contribution to reducing the accident rate among newly qualified drivers'; and calls upon the Secretary of State to reaffirm the Government's commitment to necessary reforms to the driving test on safety grounds.
