European Assistance For Welsh Development Agency 1995 To 1997

That this House takes strong exception to the financial chicanery evidenced by the Welsh Office and the Welsh Development Agency manipulating the figures in the Agency's three year Business Plan covering the period starting on 1st April and indicating the clear intention to replace the reduced grant-in-aid from the Welsh Office with increased grant from the European Regional Development Fund, an arrangement neither agreed with nor acceptable to the Fund, nor compatible with the rules for assistance from the Fund; notes that the projected level of finance from the Fund in 1997-98 is plainly absurd since no programme of expenditure for that year has yet been agreed by the Fund thus rendering any anticipation of the Fund's expenditure in Wales completely valueless; and notes that any increase in Fund contribution to the Welsh Development Agency would mean less assistance for local authority industrial infrastructure.
