That this House regards a common format of visa within the EU, with a distinctive European symbol printed on it, as a step which will inevitably lead to mutual recognition of visas; and appeals to Her Majesty's Government not to authorise any Minister to agree to the EU proposal at the Council of Home Affairs Ministers on Thursday 9th March until the House has debated the issue and expressed an opinion.
