Gp Patient Removal

That this House notes with great concern the number of Scottish patients being removed from the treatment lists of their general practitioners; notes that in 1990 a total of 3,983 patients were removed by their general practitioners from their lists; recognises that in 1993 this had increased by 71 per cent. to a total of 6,253 patients; notes that during the three year period 1990 to 1993 a total of 20,381 patients were struck off by their general practitioners under current NHS regulations; and calls upon the Secretary of State for Scotland as a matter of urgency to bring forward proposals to amend the current NHS regulations to ensure that all patients removed from their doctor's lists have a right to a written explanation as to the reasons for this, and secondly that a procedure allowing them to appeal against this decision is created to ensure that the rights of patients are protected.
