That this House believes that to reduce congestion, cut pollution and protect the environment it is necessary to increase public transport expenditure in order to provide modern and reliable bus and train services offering the travelling public an attractive alternative to the car, and to reduce expenditure on the construction of new trunk roads and motorways; and urges the Government substantially to increase spending on London's public transport and rail services formerly operated by Network South East over the next three years by switching capital expenditure from the national trunk roads programme to public transport.
