Measures To Combat Air Pollution

That this House regrets the absence of an effective system for monitoring and tackling air pollution in Britain, including air pollution from motor vehicles; believes that one way to improve monitoring and regulation is for the Government to support and promote partnerships between local councils, local communities and the police to introduce schemes to tackle air pollution at a local level; believes however that such schemes should only permit testing of vehicles to be carried out by properly qualified, registered and uniformed inspectors in conjunction with the local police; and therefore does not support the London Local Authorities Bill in its present form because it represents a threat to civil liberties, and the security of drivers and passengers, by giving police powers to private contractors.
