Yorkshire Water Price Increase

That this House is concerned that the price cap formula of a 2.5 'K' factor, decreed by the OFWAT price review last July, will not apply to 95 per cent. of households in the Yorkshire Water area; deplores the 7 per cent. price increase as being five points over the rate of inflation; believes that the 'K' figure should have applied to the 95 per cent. unmeasured customers, and any balancing of tariffs required by OFWAT should have had that as a base; is concerned that the 6 per cent. differential between the increase for metered and rateable value households will be seen as a bribe to persuade more households to switch to metering; and further believes that this policy can only lead to savings for the better off at the expense of low income households and make even worse disparities of wealth in Yorkshire.
