Director General Of Water Services And Compulsory Water Metering

That this House opposes the introduction by stealth of a policy of compulsory water metering through the underhand tactics and heavy-handed pressure being exerted by the regulator, the Director-General of the Office of Water Services, with the support of Environment Ministers on increasingly reluctant water companies to introduce compulsory water metering initially only for new properties, then for properties with new water mains and finally from the year 2000 on all domestic properties; believes that principle of utilising council tax bands as a means of differential water charging is far cheaper to introduce and run, and has already been accepted as a charging basis in Scotland, and should be accepted forthwith in England and Wales and that if the Director-General cannot accept he is wrong in supporting universal compulsory metering he should consider what choices are open to him.
