leave out from `House' to end and add `notes that 70 per cent. of home owners would not be entitled to income support mortgage interest if they became unemployed today; welcomes the proposals which will encourage the development of comprehensive quality insurance which will result in better protection for all home owners, not just those who are currently able to claim income support mortgage interest; notes the ABI and the Abbey National have said that if a person fulfils the criteria for a mortgage then there is no reason why they should not also qualify for insurance; and condemns the Labour Party for talking down the housing market on the basis of a report whose findings are based on many people who would never get a mortgage in the first place.'.
