That this House deplores the acquisition by the WS Atkins Partnership of the Building Division of the Scottish Health Common Services Agency and its approach to the Welsh Health Common Services Authority with a view to the purchase of the Estatecare hospital design division, in the light of the 1988 out-of-court settlement in which WS Atkins and its minor partner in the Hospital Design Consortium was obliged to pay or repay ú5.9 million to the Welsh Health Common Services Authority in cognisance of massive design faults in the new Ysbyty Gwynedd Hospital, Bangor, Gwynedd, and led to the Welsh Office's instruction to the Authority warning them off the use of WS Atkins again for hospital design in Wales.
