after `1995', insert `and noting the serious incident on 13th February involving the 11.36 InterCity train from Doncaster to London when hounds went onto the track and persons associated with the hunt trespassed upon it in the path of the train which resulted in an emergency stop and in the death of two hounds whilst the train crew suffered a distressing experience and its passengers experienced risk, delay and inconvenience'.
