leave out from `Scotland' to end and add `condemns the Labour Party for consistently failing to support the Scottish National Party in combating fuel poverty in Scotland; recalls that only seventeen Labour honourable Members supported the Scottish National Party's Motion on introducing a cold climate allowance in the House on 28th October 1993; further recalls the lack of Labour support given to the Scottish National Party's amendments to the Finance Bill which sought to reduce value added tax on domestic fuel from 8 per cent. to 5 per cent.; notes that Labour councillors in Central Region and Grampian have voted against the Scottish National Party's Warm up for Winter initiatives; further notes that North East pensioners have congratulated the Scottish National Party for introducing a better fuel poverty package than the election commitment; and calls on the Labour Party to make clear that a vote for them this April will not mean an end to the Warm Up for Winter package.'.
