Extension Of London Concessionary Fare Scheme

That this House is dismayed at the action of the Conservative-controlled London boroughs of Westminster and Wandsworth in blocking the proposal to extend the London free concessionary fare scheme to British Rail; notes that such an extension of the scheme which already covers the buses and the underground would allow greater mobility and quality of life to over one million of the Capital's pensioners and disabled citizens; is aware that those who live in areas where there is little or no underground like south east London will especially benefit from the extension of the concessionary fares scheme to British Rail; is further aware that the new scheme shows a significant saving to boroughs over the costs for 1994-95; commends the 31 London boroughs who have already agreed the scheme; and is alarmed that the petty, mean-minded ideologically-driven actions of the Tory boroughs of Westminster and Wandsworth threaten to spoil the quality of life for so many.
