East Timor

That this House is greatly alarmed by the findings of the UN Special Rapporteur on Extrajudicial, Summary or Arbitrary Executions who visited East Timor in July 1994 and concluded that the massacre in Dili, East Timor, on 12th November 1991 was a planned military operation against unarmed civilians, that the investigations of the massacre by the Indonesian police lacked independence, impartiality and professionalism and that Indonesia's National Commission of Inquiry also lacked independence; notes that the Special Rapporteur also regretted that no military personnel were charged with homicide and concluded that the same conditions that allowed the killings to happen still persist in East Timor and that he also recommended that a new commission of Inquiry composed of independent experts be established; and calls on Her Majesty's Government to further question the Indonesian Government's version of the massacre, to press the Indonesian Government to implement the recommendations of the UN Special Rapporteur and to initiate such action along with the United Kingdom's European partners at the forthcoming 51st session of the UN Human Rights Commission starting on 30th January in Geneva where the report will be discussed.
