EDM number 390 in 1994-95, proposed by Alex Salmond on 17/01/1995.
That this House notes the intention of the Liberal Democrats to reintroduce their Home Rule (Scotland) Bill, which will be the 37th attempt to set up a Scottish legislature since 1889; regrets that the Bill will be as unsuccessful as its predecessors in returning any decision making to the people of Scotland; believes that the lesson of Scottish political history over the last 100 years is that Westminster will never cede sovereignty to the Scottish people until faced with a popular vote for national independence; notes that the Liberal Democrat plans, despite their reference to the entrenchment of powers, would leave sovereignty firmly in the hands of Westminster, including matters of the most vital importance such as the economy, defence, nuclear weapons and social security; further notes that the West Lothian Question can best be answered by withdrawing all Scottish MPs from Westminster and establishing a fully independent Scottish Parliament within the European Union at the earliest possible juncture; and is mindful that such a decision would require the consent of the Scottish people and the Scottish people alone.
