at end add 'notes that under article iv of the Non Proliferation Treaty, member countries with nuclear technology capability, such as Russia and the United Kingdom, are encouraged to assist in nuclear energy cooperation with non nuclear weapons states whether or not they are signatories to the NPT; and that under article 1 of the NPT each of the nuclear weapons states signatories to the treaty undertake not to transfer to any recipient whatsoever nuclear weapons or other nuclear explosive devices or control other such weapons or explosive devices directly or indirectly; deplores the extension to the 1958 US-UK mutual defence agreement on atomic energy matters (Cm 2686) on 31st December 1994, which breaches the spirit and letter of the NPT; and demands UK compliance with the treaty before lecturing other countries over nuclear proliferation.'
