That this House is alarmed to learn that of the 43,827 claims for PD 12 D chronic bronchitis and emphysema received at 11th September 1994, under the regulation of September 1993, only 4,469 awards of benefit had been made and that 13,995 cases were rejected on x-ray diagnosis and 18,658 failed the FEV 1 test; and accordingly calls on Her Majesty's Government to amend the prescription test to bring it in line with that applicable for deciding awards of pneumoconiosis by abolishing the 20 year underground qualification rule, by sanctioning specific soft exposure x-rays for the diagnosis of dust retention, by replacing the FEV 1 test with a sensitive medical examination and by reducing the threshold level for the disability from 14 per cent. to multiples of 10 per cent.
