Underspending On Energy Savings Trust

That this House is delighted that the second stage of VAT on fuel has been abandoned, but is concerned that the Government's over reliance on this unfair tax as a vehicle to deliver 15 per cent. of its carbon dioxide reduction programme leaves the Government with a hole in their environmental policy; is also concerned that spending by the Energy Saving Trust is predicted to be just ú15 million this year of a planned ú400 million; believes that this underfunding casts grave doubt on the Energy Savings Trust's ability to deliver 25 per cent. of the Government's carbon dioxide targets as intended; believes these policy failures may mean the United Kingdom finds it impossible to meet the pledges given by the Prime Minister when he signed the Framework Convention on Climate Change in 1992; and urges the Government to take the threat to this international agreement as seriously as it took the threats to the Edinburgh Agreement on European Finance just one week ago.
