leave out from `failure' to end and add `of the Cook Report to use proper journalism and mobilise serious scientific research before creating an unnecessary panic about the safety of cot mattresses when there is no proven connection between the presence of antimony in cot mattresses and cot death; notes that the fear and alarm generated before proper research is available can distract attention from the proven ways of avoiding cot deaths by laying babies on their backs, avoiding overheating and avoiding smoking; welcomes the substantial reduction in cot deaths which has occurred as a result of the new advice to lay babies on their backs; and regrets the failure of Ministers to sustain a massive and continuous publicity campaign using all forms of advertising and information, including television advertising, to advise mothers of the need to lay children on their backs and avoid overheating to the baby and smoking by those responsible for very young babies.'.
