at end add `and further notes the investigations carried out by the magazine Computer Weekly which suggest that serious problems with information technology systems at North West Water are a factor in the proposed merger between the two utilities, and that a merger between North West Water and Norweb would provide an excuse for a new information technology strategy amalgamating the two billing systems and in doing so divert attention away from the issue of whether North West Water's massive investment in information technology has provided a good return for its consumers.'.
