Area Cost Adjustment

EDM number 1485 in 1994-95, proposed by Colin Pickthall on 19/10/1995.

That this House notes the review by Ernst & Young of the area cost adjustment methodology and their conclusion that the present area cost adjustment methodology is insupportable and should be dismantled and that any adjustment should be smaller than at present, should not apply outside London and should be calculated to reflect only observable cost variations; further notes that this conclusion exactly mirrors the views of most local authorities and many honourable Members on both sides of the House; and urges the Secretary of State for the Environment to institute a speedy and radical reform of the area cost adjustment.
