Nigeria And Recent Speech Of General Abacha (No. 2)

That this House welcomes the publication by the Commonwealth Human Rights Initiative of the report Nigeria - Stolen by Generals; notes the thorough and well-documented analysis of the worsening situation in Nigeria; notes the speech on 1st October by Nigerian military dictator General Abacha; recognises that no clear and credible timetable for a return to civilian rule was given; further recognises that the widely recognised winner of elections in June 1993, Chief Abiola, is to remain in prison alongside hundreds of other political detainees; urges Her Majesty's Government to enter discussions with European Union countries, Commonwealth partners, the United States of America and the United Nations as to a phased and effective approach to sanctions against the military regime dependent on a tight timetable for a return to civilian democratic rule; and further urges the Government to include in its discussions the feasibility of freezing the personal accounts and assets held abroad by members of the military regime and an assessment as to the possibility of instituting incremental oil sanctions.
