leave out from 'council' at end and add 'came to be the subject of an unlawful smear campaign conducted by certain council officers at the expense of the council taxpayers of Hackney; and notes that the smears against him all seek to discredit his attempts to combat fraud and corruption being perpetrated against Hackney Council and its tenants in particular, that some of those engaged in stealing from Hackney had fraudulently obtained employment with the Council, and, that to combat fraud Mr Crofton sought advice and co-operation from appropriate statutory agencies including the Commision for Racial Equality.'.
