Safety Of Children

That this House calls on the Government, as an urgent priority for all children, to plug the loophole whereby nurseries that are de-registered by local authorities, because of inadequate and poor care, can be registered as private preparatory schools with up to five children aged five years or over, and thereby also be allowed to provide nursery facilities; deplores the way children, as young as a few months old, are being put at risk because of a technicality against the spirit of the Children Act 1989; calls on the Secretary of State for Education to present legislation before the House to remedy this matter; and, in the mean time, urges that the delays in Department of Education inspections to these premises are dealt with immediately as a matter of concern for the health and well-being of young children.
