UNLAWFUL GP FUNDHOLDERS' MANAGERIAL EXPENSES

That this House condemns the virtually unprecendented breakdown in parliamentary control of public expenditure revealed in the Minister of Health's admission in a written answer of 22nd May that ú165 million of payments to general practitioner fundholders between 1991 and 1995 had been unlawful and had been given retrospective authorisation as extra-statutory payments; demands to know for how long Health Ministers had been aware of legal advice that general practitioner fundholders' management expenses were unlawful; and calls on the Ministers to apologise to the House for the failure to pass the Statutory Instrument required for a full four-year period and to set up an investigation into who was responsible for this breakdown in parliamentary accountability.
