Deficit Of University Hospital Of Wales Nhs Trust, Cardiff

That this House deplores the ú6.5 million projected deficit in the finances of the University Hospital of Wales Healthcare NHS Trust, a body which has only taken effect from 1st April of this year; reminds the Secretary of State for Wales that no health service provider may become a trust in a deficitary position; is appalled that the trust has suddenly discovered a projected ú6.5 milion deficit a few short weeks into its existence; notes that the previous Finance Director was responsible for the Business Plan submitted to the Welsh Office, which must have been based on faulty accounting; notes that the Welsh Office invariably hires consultants from top drawer accountancy practices to double check these business plans to see that they are not prepared through rose-coloured spectacles; and is concerned that this trust appears to have slipped through the net in a deficitary state and ought never to have become a trust at all.
