Companies House Executive Agency

That this House notes that the Companies House Executive Agency was one of the first public sector bodies to receive from the Prime Minister an award under the Citizen's Charter; believes that the President of the Board of Trade, in deciding to contract out parts of the Agency, has seriously undermined the credibility of the award; regrets that the Registrar of Companies now finds it difficult to justify to his staff how his organisation can be worthy of the Citizen's Charter when his Secretary of State believes their services can be better provided by the private sector; and calls upon the Prime Minister, as the architect and sponsor of the Citizen's Charter scheme, either to halt contractorisation at Companies House and other award-winning agencies, such as the Insolvency Service, or admit that his scheme has now been seriously debased by the activities of his Right honourable Friend, the Member for Henley.
