leave out from `Caernarfon' to end and add `has rightly drawn the attention of the House to the inexcusable delay in publishing the investigation by the District Auditor into allegations of malpractice in the housing renovation grants of Rhondda Borough Council; notes that BBC Newsnight highlighted on Monday 1st May the fact that the Auditors' 50 page report, the first draft of which was submitted to the Council last year, will not be published until mid-May, thereby denying the electorate of Rhondda full knowledge of the allegations against officers and councillors of that authority until after election day; urges the immediate publication of that report; and notes with incredulity spurious attempts to whip up a proxy vote scandal as a diversion on the basis of one single substantained complaint of proxy vote irregularity made to Cynon Valley Chief Executive Tony Roberts, but hopes that the police will conclude their investigation into that one complaint prior to voting day to clear the good name of all candidates in the Cynon Valley.'.
