Future Local Government Of Gloucestershire

That this House welcomes the Second Review Draft Recommendations of the Local Government Commission into the Future Local Government of Gloucestershire which reaffirms its earlier decision to recommend the retention of the two-tier structure; commends the County Council and those district councils which have begun to implement improvements in the two-tier structure to enhance service delivery and responsiveness to local needs; but urges the Commission to reconsider its view that there should be four-yearly elections and only one councillor for each electoral ward as this both reduces democratic accountability and leads to an unacceptable increase in the workload of individual councillors.
