Anglo-Irish Relations And Northern Ireland

That this House is greatly concerned that eight years after the Anglo-Irish Agreement the authorities in the Republic of Ireland still reject extradition applications on the basis that the murder of a British soldier is a political offence, that the Irish Army still refuses to speak to, or co-operate with, the Royal Irish Regiment and other regiments of the British Army serving in Northern Ireland and that the Irish Government still rejects requests for the right to have hot pursuit of terrorists by helicopters across the United Kingdom/ Southern Irish land border; notes that the Downing Street Declaration of December 1993 has resulted in a visa to the United States of America for the President of Sinn Fein, Mr G. Adams, a removal of the broadcasting ban on Sinn Fein by the Government of Southern Ireland, and direct communication between the Prime Minister of the Republic and the leadership of the Republican terrorist movement for the first time since the foundation of the Republic of Ireland in 1921; and trusts that the Government will reflect upon these events and accept that the instability in Northern Ireland requires urgent decisions by Her Majesty's Government to embark upon new security policies to curtail IRA terrorism and the increasing counter-terrorism by loyalist paramilitaries and to create democratic institutions at regional and local government level to provide for accountability of government to isolate the IRA terrorists and thereby bring an early end the present political vacuum which facilitates the existing terrorist campaign.
