Scottish Weather Conditions And VAT On Fuel

That this House notes the sub-Arctic conditions that have prevailed in many parts of the north of Scotland over the last week and compares them to the balmy Spring-like weather enjoyed by Cabinet Ministers in London; further notes that it is less than four weeks until the imposition of VAT on domestic heating; draws attention to the Government's continuing refusal to either offer additional compensation for those vulnerable groups in cold climate areas or introduce a comprehensive cold-climate allowance as proposed by the Scottish National Party in this House on 28th October 1993.
