Contractorisation
EDM number 644 in 1993-94, proposed by Peter Hardy on 22/02/1994.
That this House considers that there must be limits to the development of contractorisation in the armed services; further considers that it is necessary for the services to retain adequate capacity to be self-sufficient in operational activity and to secure and maintain sufficient numbers of trained and uniformed personnel to meet such needs as may arise, both in terms of the defence of the realm and the fulfilment of international obligations, and that such requirements are manifest in the case of the Royal Air Force and, in particular, the Strike Command of that service; and, therefore calls upon Her Majesty's Government to desist from pursuit of its present course and to recognise that Her Majesty's Treasury may well be acting upon very short-term calculations which ignore the reality that defence capacity cannot be sustained by personnel employed upon a 9 a.m. to 5 p. m. basis by private organisations.
