leave out from 'House' to end and add 'notes that the honourable Member for Monklands West has not served on Monklands District Council for over 11 years, has no statutary powers in respect of that local authority, no responsibility for the conduct of its officials, no locus in the industrial tribunal case of Mr Thomas McFarlane or the formulation of district council policies since like all local authorities Monklands District Council is comprised of councillors elected in their own right and accountable for their stewardship at the ballot box; considers that Conservative honourable Members seeking to be critical of the honourable Member for Monklands West might instead criticise the Monklands Tory Party which is seemingly incapable of getting any candidate elected to any level of government, in contrast to the honourable Member for Monklands West who was overwhelmingly elected by the people of both Airdrie and Coatbridge in 1982 following a period of distinguished service in local government; and further notes the deplorable failure of the Secretary of State for Scotland to hold an inquiry into alleged corruption at the request of the Leader of the Opposition while Conservative honourable Members continue to repeat such smears behind the cloak of parliamentary privilege.'.
