Behaviour Of The Cardiff Bay Development Corporation

That this House criticises the behaviour of the Cardiff Bay development Corporation and Quadrant, its public relations consultants, for their arrogance in attempting to interfere with the perfectly legitimate contract by the Cardiff City Council for printing the City's monthly newsletter The Dragon; believes that it is not the proper function of any quango to interfere in commercial contracts placed by democratically-elected local government in pursuance of an approved decision of the City Council for the purpose of warning the citizens of Cardiff of the potential risk of their homes from rising groundwater caused by the Cardiff Bay Barrage; finds this yet further evidence of the culture of arrogance which has developed amongst the Welsh quangos and their difficulty in coming to terms with democratically-elected local government; and urges the Secretary of State for Wales to administer the ultimate punishment to the Chairman of the Bay Development Corporation for this overwhelming and unacceptable interference in other people's contracts.
