Resignation Of The Executive Director Of The Health Promotion Board For Wales

That this House recognises the inevitability of the resignation of Professor John Catford, the ú80,000 a year Executive Director of the Health Promotion Authority for Wales, following his attendance at a fictitious conference in Brazil and fraudulent travel claims for such attendance; further recognises that this is just further evidence of the need for a thoroughgoing review of the financial controls and democratic accountability of the quangos in Wales, the murky underworld of which is now increasingly coming to light following the increasing willingness of those whistleblowers within these organisations to speak out against abuses of the system; and therefore calls on the Secretary of State for Wales to conduct the review recommended above without further delay and to agree a whole new system of financial accountability with the Chairman of the Committee of Public Accounts and the Comptroller and Auditor General to prevent any further corruption of public finances in this country and deterioration of the standards of conduct of senior public servants.
