That this House calls on the Secretary of State for Wales to institute an inquiry into the administration of the Health Promotion Authority for Wales with particular regard to the fraud and embezzlement carried out by its Executive Director, Professor John Catford, paid a combined salary of ú80,000 a year by the Authority and the University of Wales Medical School; notes that this fraud extends over a number of years, in exploiting every possible avenue of foreign travel opportunities at public expense, including visits to fictitious conferences on health promotion in Brazil, which never took place; and calls on the Secretary of State to request the acceleration of the report of the District Auditor into the above shenanigans, and to request Mr John Davies, the Chairman of the Authority, to get the disciplinary proceedings into the Executive Director's conduct to be swiftly carried out and any recommendations therefrom on the continuation in office of the said Executive Director to be acted upon promptly.
