That this House congratulates the Friends of the Earth organisation for its work to reduce the amount of packaging produced in Britain in order to both protect the environment and save consumer costs, is shocked to learn from research that one third of all household rubbish in the United Kingdom consists of packaging material most of which ends up in landfill sites of which there are approximately 1,400 in Britain, and that on average ú10 out of every ú75 spent on shopping is for packaging; and calls upon Her Majesty's Government to act immediately to introduce across Britain a comprehensive waste management strategy based on a system which would prioritise the avoidance, minimisation, re-use and recycling of waste as against a policy simply aimed at its disposal.
