That this House deplores the continued underfunding of Clwyd County Council by the Government which will result this year in seven million pounds of cuts in education and larger classes with fewer teachers; further deplores cuts in social services which has resulted already in charges having to be imposed last year on mentally handicapped persons attending sheltered workshops; notes that this has happened despite the fact that Clwyd County Council is the lowest spender per head in Wales, showing good housekeeping; and calls upon the Government to remove its threat of council tax capping or to amend the standard spending assessment formula to take account of Clwyd's actual needs.
