International Proliferation Consequences Of Thorp

That this House notes that in its decision document on THORP on 15th December the Government claimed THORP would not contribute to nuclear proliferation; further notes that in a written reply to the honourable Member for Blaenau Gwent of 11th January, Official Report, columns 184-85, the Department of Trade and Industry admitted that since 1978, when the International Safeguards Agreement covering THORP came into effect, the Government has notified Euratom and the IAEA, who are partners in the Trilateral Safeguards Treaty, that the United Kingdom has withdrawn civil nuclear material on 571 occasions under clause 14 national security provisions of the treaty; and calls upon the Government to give a commitment that no plutonium or reprocessed uranium from THORP will ever be withdrawn from safeguards.
