That this House welcomes the initiative of the BBC's Country File programme in setting up a comparative energy audit for rural and urban dwellings with similar characteristics; notes that the estimated annual fuel costs for the former were 24 per cent. higher than for the latter; believes that this may in practice be an underestimate since the choice of fuels is so limited in many country areas; recognises that the proportion of low income households in such areas, including those marginally above benefit thresholds, is disproportionately high; and urges Her Majesty's Government to build into any compensatory arrangements for the imposition of value-added tax on domestic fuel costs a specific allowance for rural homes.
