That this House is appalled at the proposals in the Deregulation Bill to place huge powers to repeal primary legislation in the hands of ministers and to add to the torrent of regulations and orders by producing yet more orders; recalls that this Government claims to deregulate but in 1992, 3,500 statutory instruments were produced, more than any other number in the history of Parliament; further notes that the Leader of the House has refused to ensure that reports from the Joint and Select Committees on Statutory Instruments are available before any debates on this volume of statutory instruments are undertaken; and condemns the Government for its cavalier attitude towards proper scrutiny and its arbitrary imposition of centralised authority through delegated powers.
