Restriction Of Sales Of Marine Distress Rockets
EDM number 38 in 1993-94, proposed by Rhodri Morgan on 18/11/1993.
That this House expresses its deepest sympathy to the family of John Hill, the Welsh football supporter, whose untimely death when struck by a marine distress rocket moments after the final whistle at the Wales versus Romania World Cup football match at the Cardiff Arms Park on 17th November has appalled the whole of Wales and indeed football supporters throughout the world; and calls on the Government to give urgent consideration to introducing legislation at the earliest opportunity to restrict the sale of such rocket flares to unauthorised persons, recognising that marine equipment dealers and shops already require a licence to sell them because they are classified as dangerous explosives but members of the general public require no licence or proof of purpose to buy them at ú20 each, when the destruction they can cause has now so tragically been demonstrated.
