That this House notes that the total attendance of Conservative honourable Members through the Second Reading debate on Scottish local government varied between three and 10; that with one exception no English Conservative honourable Members who have no constituency interest in this specifically Scottish legislation and who expressed no interest in the Second Reading debate should not be considered qualified to serve on the standing committee under the terms of Standing Order No.86(2); and calls on the Committee of Selection to reflect these facts in its choice of members for the committee.
