Winter Water-Logged Soils And Infant Mortality

That this House calls on the Department of the Environment and the National Rivers Authority to initiate urgently a programme of research and review of the correlation between infant mortality and winter water-logged soils; notes the independent evaluation by Middlesex University Flood Hazard Research Centre under Professor Edmund Penning-Rowsell of the work done by Leslie Munro of Swindon, proving the positive correlation between winter water-logging of soils and infant mortality levels; and believes that there are clear implications for land drainage, housing and planning policies as well as a requirement for health side-effects evaluation of projects, such as the Cardiff Bay Barrage, which have implications for groundwater levels
