That this House notes the announcement in the Gracious Speech of the Government's intention to introduce legislation to reorganise local government in Wales; further notes that in the preamble of the Welsh Office White Paper, Local Government in Wales - A Charter for the Future, it was the Welsh Office's intention to create unitary authorities that would enhance local democracy and increase accountability; notes with alarm that the proposed new unitary authority of Powys, with an area of 509,000 hectares would be twice the size of any other local authority in Wales; believes that a local authority of such great size will not 'enhance local accountability'; firmly believes that regard should be given to the continuity of natural communities and local boundaries; and calls upon Her Majesty's Government to review the proposals contained in the White Paper, Local Government in Wales - A Charter for the Future, so as to establish Montgomeryshire as a unitary authority.
