Nato And The European Defence Identity

That this House welcomes the Brussels Declaration of the North Atlantic Council of 11th January as a turning-point in the developing of a European foreign, defence and security identity 'as the expression of a mature Europe'; agrees with the Council that the Western European Union should be developed as the defence component of the European Union; notes the Council's support for the development of integrated and multinational European structures, and for 'separable' capabilities within NATO which can respond to European requirements; endorses the important commitment to make the collective assets of NATO available for the WEU operations undertaken in pursuit of the Common Foreign and Security Policy of the European Union, in agreement with the Alliance partners; trusts that the sterile and false argument between being pro-Atlanticist on the one hand or pro-European on the other can now be put to rest; and calls upon the governments of the European Union to begin immediately to take concrete steps towards the fulfilment of this common defence.
