That this House expresses deep concern that a new water tower has been erected at the Menwith Hill base of the American National Security Agency without planning consent; is appalled that the tower is visible for many miles in an area of attractive countryside; and calls upon the Department of the Environment to hold a public inquiry into any application for planning consent.
