Disability Premium And Invalidity Benefits

That this House deplores the failure of Government Ministers to inform the House and disability groups and those likely to apply for benefits of its decision to double the qualifying period for disability premium from 26 weeks before first payment to 52 weeks, recognising that this will cost 26 weeks at Ãº26.45 for a married couple and a loss of over Ãº5,000 for the most needy couples and of its decision to withdraw the exemption from the necessity to have a complete national insurance contributions record for those injured at work before being eligible for the new incapacity benefit from 10th April 1995, to an exemption which has remained in existence since 1948 for those injured in work applying for invalidity benefit or sickness benefit, and begs to ask the question why neither of these changes were mentioned by Mr Chancellor of the Exchequer in the Budget Speech on 30th November.
