Prepayment Of Energy Bills

That this House condemns the Government for proposing to introduce VAT on fuel, which would hurt the poor more than the rich, notes that people with savings will be able to avoid paying VAT on fuel by paying energy bills in advance, whereas those without savings will have no such opportunity; and believes that this provides further demonstration of the unfairness of the measure.
